If the shell is double-walled, get advice regarding cavity insulation. It looks better (ETICS always looks awful in my opinion) and can be filled in different ways.
If 1000.- is nothing, then probably 1500.- is more realistic??? then you might as well build new...
At 1500 it starts to be called a complete renovation. It can also quickly go beyond 2000. Well, if you find a suitable undeveloped plot in your desired residential area, a new build is usually cheaper...... Often, demolition plus new construction also pays off. It always depends.

So also in all new buildings I have seen so far, the windows are in the masonry and not in the insulation...
So a new building with all the bells and whistles would cost us about 300,000. Since we don’t want to take that financial burden on ourselves, renovation is the best middle ground for us. We also still have some buffer to set aside a bit monthly for repairs. I understood the thing with the windows to mean that with triple glazing, the window is no longer the coldest spot, but the facade is, and water can then settle there.
