The hut is not yet standing, but construction will begin soon. The air conditioning will be installed by the same construction company that is building the house - i.e., the construction manager takes care of the whole thing.

The windows have venetian blinds, but the south side has large windows (garden side) and the property has no trees. Furthermore, flat roof and I suspect that this will drive up the temperature on the upper floor.

With a properly planned new building, adequate heat/sun protection should be in place so that no air conditioning is necessary. Namely, venetian blinds, roof/facade insulation, roof overhang, etc. The location is Germany and not Spain, Italy, etc., right? I would significantly improve exactly that for the air conditioning costs! AC also has (high) operating costs.

If it does not cool down below 20°C at night for 10 days in a row and the temperature exceeds 30°C during the day, even the best planning won’t help you anymore; the building simply heats up. What high running costs does an air conditioning system have? Modern split systems are very efficient; the electricity consumption is clearly manageable.
