No, that's nonsense. Setback transfers are less important when buying an existing house if you want to continue using it, but they are important in case of demolition / new construction or extension; and if someone has the right to walk over, drive over, and bury pipes on my property, I would definitely want to know about that as well. What is the notary’s profession?
