Woulda coulda shoulda doesn't help you now, of course. But you can draw one conclusion for the future: without a good reason, I would never simply accept such statements. Either you should have asked how they came to the conclusion that it was no problem – if the architect had already managed to get exactly this exception approved by this municipality before, fine. Otherwise, you could have simply called the municipality yourself to inquire. As I said, dust yourself off, carry on. I’m keeping my fingers crossed that this doesn’t cause too much delay.

I don't think anyone here doubts that - only EXCEPTION and EXEMPTION just don't go together.

This was the first move, but the second… …With the amount of orders, the architect probably has a lot more to do than two years ago. Is one still dependent on advertising through word of mouth regarding the architect (“I felt well taken care of, but a mistake should not have happened to us”)? I would see it the same way. Probably caused by my reasoning above: many orders, more mistakes, few orders, fewer mistakes ;) Unfortunately, I cannot quote the post by : Get up, straighten your crown, keep going! … this was the first move, but the second follows immediately (see above): this little annoying point will not be the only one. You will probably be annoyed with yourself about 20 more times for not having read or looked carefully enough. Many small unresolved issues are still coming your way – stay calm :)

Since the thread already exists, I have a technical question on the subject (state of Bavaria):

When do you need an exception from the development plan for a garage, and when is an isolated deviation from local building regulations possible?
The latter is only possible for procedures exempt from approval.
Procedures exempt from approval in Bavaria include:

"Garages permissible within the distance areas, including covered parking spaces with an area of up to 50 m², except in the outer area."

Our garage is slightly smaller than 50 m². However, for my understanding, it is in the outer area, i.e., next to the house. So this point would not apply.
Do I understand the description correctly?

Applying pressure is the most well-known and currently most popular method to motivate people. However, you never know exactly where they will move, so applying pressure is less effective than other methods. For example, if you manage to get your service providers to develop a personal interest in your project, they will move in the right direction and won't need pressure, which often also creates resistance. Ultimately, leadership qualities are advantageous.

We also built "grüner Punkt" in the approval exemption procedure, there were 2 changes that had to be approved by the municipal council: 1x garage outside the building envelope and roof pitch at 22 degrees. We still only paid about 150 euros. A normal building application would have cost much more. The timing was also okay, about 2 months between submission and municipal council meeting. So don't worry.
