But bushes are no use because they are too low. You can just see over them from the street. That is exactly what should not happen.

Do you want to make it opaque for onlookers or just interrupt sightlines for pedestrians

More the former. Not everyone should be able to look on the plate when passing by, so to speak.

Does that really bother you? They do look away again. And I think those who look will also have a terrace and sometimes eat something or drink a beer there. I mean, you won’t be doing any frowned-upon things there.

Bushes do grow, right, or why do you think they overlook it?

I would follow a 2-step plan. Step 1: Plant a hedge facing the street - once it exceeds 1.8m, it will be cut as soon as someone complains. I would choose native beech - this also pleases native birds, is dense during the terrace months, and easy to maintain. Since the hedge takes some time to become dense, next to the terrace during this (period of 2-3 years) there will be planters with fast-growing bamboo. It does not cast too much dense shade, looks quite "light" but does not allow intrusive views through. Step 2: The hedge is now tall enough and the bamboo may move - sold, other order - or it just stays because it has proven to be so nice.
