I would follow a 2-step plan. Step 1: Plant a hedge facing the street - once it exceeds 1.8m, it will be cut as soon as someone complains. I would choose native beech - this also pleases native birds, is dense during the terrace months, and easy to maintain. Since the hedge takes some time to become dense, next to the terrace during this (period of 2-3 years) there will be planters with fast-growing bamboo. It does not cast too much dense shade, looks quite "light" but does not allow intrusive views through. Step 2: The hedge is now tall enough and the bamboo may move - sold, other order - or it just stays because it has proven to be so nice.
