Where did it say anything about 0.5/0.9 here? Buying a pig in a poke, i.e. on nothing but the realtor's spiel and the development plan thumbnail screenshot? If yes, then please send me a (covered) blank check. You have definitely clarified that you are allowed to add onto a (windowless on your side???) multi-family house, haven't you???

??? There is a development plan after all. You should be able to read that. The real estate agent is an intermediary and does not have to know everything. I correct myself. There are building lines that must be observed. Blue is a building boundary, among others for the terrace That is in the development plan

The "Ga" special construction windows contradict this. But the way to the plan is not recognizable here ... Nevertheless, your (why yours and not the OP's?) pictures have brought some clarity (and honestly strengthened my assumption that, to put it nicely, "nothing is as it seems here, and the offer should be entrusted to the circular file as a precaution").

The multi-family house is located north of the property opposite the street and does not have the same building lines and boundaries. Although they are at the same vertical level, the building line of the multi-family house lies to the east, while the building limit for terraces is to the west. The townhouse to which one will build the extension is indeed windowless on that side, yes. ... The property is a building gap throughout the entire residential area and currently probably a dog park ;)

No, the text states that garages would have to be integrated... hence also the high floor area ratio, since otherwise there are no exceptions on the properties. This is not provided for in the design framework.

In maps image #15 the property is at the top left.
The southern row of houses is asymmetrical towards the blue eastern area, where (in this area) single storey applies, while basically to the west two storeys are allowed. This can be seen below at the gable and the different lengths of the gabled roofs.

Thank you very much for the assessment (and the detective work). Only correction: The townhouse to which an extension would be added is also a multi-family (row) house. The units in the adjacent attic, upper floor, and ground floor are each separate apartments.

But you don't want to do it that way, do you? Even if 2 residential units are allowed and the budget permits it, you could build quite a bit for one family on the area.
