"For this reason, a number of two parking spaces per residential unit is recommended" is, in my opinion, a clear sign that the construction project is indeed desired as a result. Otherwise, it could have been stated much more briefly: "for the aforementioned reasons, the approval request would have to be rejected". Ergo, all the hints before are to be read as suggestions on how you should modify it for the new preliminary inquiry. In short, the whole picky chatter says: "I will approve your building application, but shame on you that I am making such big concessions to you; take me, I want a child from you, you dirty investor, you!, but only secretly, don’t tell anyone!". I’m telling you, women whisperers. Without Mario Barth’s Langenscheidt "Woman-German" you naturally wouldn’t read that out of it ;-)

I see it the same way as - basically, they would have liked to build something there. I would pick up the phone or – if the Corona situation allows – make an appointment. That worked with our construction; we were able to get concessions and in return, we also removed something unimportant. Special permits with few parking spaces are hard to get – unless you make a flagship project out of it that the mayor can bask in: The first cyclist house in ... offers modern, ecologically minded people ... with a bicycle garage and a communal workshop in the basement... close to public transport... community electric car with charging station... – of course, you want funding for this project too, right? It’s a half-joke – sometimes things like that really do work.

Why not?

Make the lower SP a bit steeper, then you can get one more SP.

DG ceiling height 2.30 is not possible. Min height living space is in my opinion 2.40, better of course higher.

Is the house number 67a a flat roof?

I thought you also wanted a flat roof. I would have set the 3rd floor back a bit, like the mansard roof in the picture. About 1-2 m. That’s how they solve it here in the community with the newly permitted flat roofs. The additional effect is that you have fewer problems with distance areas / wall heights.
