It is basically a basement living room, ceiling height after screed: 235 cm, underfloor heating. Use: utility room, cloakroom and ironing room as well as a large storage and hobby room
It is (quasi) a basement apartment, as we now know. Parquet is the least one can expect there, but definitely not pearls before swine. I would choose parquet. But I don't like tiles either ... Others see it differently, so you have to take what you like -- and what is affordable. That brings us back to square one.
The world is going to ruin in a noble way. I can’t imagine at all that it would really be equally expensive. If so, then of course parquet. But in your place, I would ask around among acquaintances or in some club whether someone would tile the basement for you. Often there are cheaper offers, and you get the tiles from the hardware store...
