If I understood correctly, it was "promised" that the revenue would remain neutral during the transition, but it was not legally guaranteed ... personally, I cannot imagine that public authorities would voluntarily forego additional sources of income. Nor am I sure whether anyone in politics feels bound by promises and rather have the opposite impression. However, I am happy to be positively surprised.

@all:
I submitted the data yesterday via Elster. In our case, it was very simple, since (at least in the document for the federal state of Saxony) the date "January 2022" could not be changed and our house was only built and occupied in 2022. At first, I tried for quite some time to somehow include our house in the document, but it did not work. Therefore, I truthfully only took into account the (still) undeveloped plot in January 2022 and noted in the comments field when we built/moved in and when we sent the form "Notification of commencement of use" to the building authority. I assume that is okay.

--> If other builders in Saxony have managed to enter the house built in 2022 in the form and submit it, I would appreciate feedback. Or does this point also affect other federal states? Just out of curiosity. Thank you. :) I am also interested in all other opinions and assessments on this topic.

In the end, the multiplier rate will not be reduced to achieve a neutral revenue, but will remain the same or possibly even increase. The reason will be energy, wage, and material costs. The municipalities will probably pass this on ruthlessly.

I have now also submitted. I have correctly noted the plot of land in the remarks, it was not possible in the form. Then, for the first time, I measured our house and found that we only have 88m2 of living space and not 100. That is of course good for the property tax now. Our assessment rate is currently 650% and we pay about €400 in property tax per year. I don’t even dream that it will be less.

For us (zip code 045xx), it is, I just checked, 500 percent for developed and undeveloped land. Since the purchase of the property, we have been paying €56.25 annually. The standard land value of our property (567 sqm) is €200 per sqm. I assume we are therefore candidates for an increase, as €56.25 itself seems low to me.

Definitely significantly, that was introduced specifically so the district can be squeezed even more.
