I would state everything as average and standard. So no 200 sqm Bauhaus villa, but a 140 sqm house from a regional construction company. What you ultimately build doesn’t matter later on.
I would phrase it differently: "... is not binding," and I would put it this way: I would answer honestly, unless my wishes were extraordinary. The survey is meant to be useful for matching the mix of plots to the demanders. It would be silly to be trapped later within the scope of possibilities one has "requested" oneself. If many respondents wish for a "townhouse," the parcels will be correspondingly narrow, and there you have a own goal. So better not try to guess opportunistic answers—at least not overdo it. Have a look "for comparison" at what parcel mix has come about in the recently "sold-out" development area.I would indicate everything as average and standard. No one can tell you for sure. But I consider it unlikely; there will be an official application process with point scoring and all that jazz. The municipality also has to protect itself and does not want to risk lawsuits.
