The two residential units should be able to be combined without much effort; until then, the ground floor forms one residential unit and the upper floor as well as the attic form a unit (maisonette).
Is there a limit of 4 apartments? I could imagine that it would be easy to achieve the option of "combining" (how important is that anyway?) if you build 6 apartments, that is, only one per floor. This way, no space is lost due to additional stairs, there isn't the 4-room attic apartment which is rather inconvenient for families, and you could plan with 2x 3-room apartments as well as an attic apartment per half-house. It will only be difficult regarding parking spaces, maybe then in the south garden, and if you ever want to use it as a semi-detached house, then grass will just be sown there.
P.S. If you had small children, you would notice that stairs, front door, and then garden are difficult. Example: You are in the garden and the child wants something to drink. In one case you go to the patio door, into the kitchen and get a cup. In the other case you leave the garden, close the garden gate (child thinks you leave -> screams), go into the house (child no longer in sight, can get into mischief), walk upstairs, get the cup, walk downstairs ... etc. Of course, you can think of everything beforehand and pack everything. But then you might as well just go to the playground and don’t really need a "private" garden anymore.
