To me, that sounds like an own goal by Hornberg *LOL*The municipality argued that the relatively small building authority cannot manage to "oversee" all 50 construction projects simultaneously. Once the first half of the building applications have been processed and the first shell structures are standing, the rest will follow.
It is practical: the municipality saves itself the separation as an independent plot, and this strip benefits you for your basis of calculation for the floor area ratio, plus your rabbits can graze on it ;-)I cannot understand why the municipality did not plan this earthen embankment directly behind the properties at the border. Is this common practice?
The easement is much better secured there than in dozens of individual private contracts – furthermore, the municipality does not have the option to choose the more complicated route in all federal states.However, the entry in the land register makes me somewhat suspicious. Are there really no significant disadvantages?
