2021/22 are not passive houses, as the previous Energy Saving Ordinance houses are still valid here.

Corona only delayed the Building Energy Act.

Quote Energy Saving Ordinance-online:

Announcement and Effective Date: NEW: As we have learned today (June 24, 2020) from government circles, the Building Energy Act is expected to be announced in the Federal Law Gazette still in June, or at the latest in July.

The law will come into effect on the "first day of the third calendar month following the announcement." If announced in June, that means from September 1, 2020, and if announced in July, only on October 1, 2020. Thus, builders, planners, and software manufacturers would have until then to adjust to the Building Energy Act.

The German implementation of the „Niedrigstenergiehäuser“ is just as the previous requirements are considered sufficient.

This also means no tightening of the energy requirements

It is written like that in the draft, you can also find it with Google by searching "what changes in the Building Energy Act". The main advantage is the simplification of applications and calculation methods (thermal bridges, for example). Applications of certain DIN standards and similar. Credit for photovoltaic systems in buildings to reach around 15%.

A review is recommended for 2023, so a depreciation may still occur for a new building.
