- The thing on the right, is that the street or a sidewalk? Normally you don't have stairs on the street. What is south of your property?
- Is your house already built or can you still place it?
- How does the whole thing look to scale?
I would like to go around the corner by bike. If that is not possible from the street, but only via the property, then it will be pretty tight. Also, then I couldn't make a green lawn everywhere as planned, but would actually have to pave a larger part of the front yard. It was clear that I can't park there with the car. But that it even gets difficult with the bike is a surprise. 90% is simply not 100%.
Since you emphasize the tightness in the front yard so much, I assume the house is "only" the minimum distance of 3m away from the street. What can you miss with such a narrow strip of front yard, you even write lawn? The house entrance is probably in the middle, then there is a paved path to the street and once to the right, to the garage, and to the left around the house for the bike. With or without stairs, it’s almost the same in my opinion.
One can imagine there are even prime plots, back parcels, accessible only via private roads, and also some that are at the end of a dead-end street, etc.

You can get to your property by bike from any part of the street. Where is the problem? How does the car get onto the property (garage/carport)? You will surely have to prove a parking space or even two on the property. Take a photo so we can understand the "problem". I usually know houses to have a fence or a hedge along 90% of the street frontage and then there is an access to the house. Is it so different with you?
The sketch doesn't say anything. Can you please represent it a bit better? Where are the setback areas, garage, driveway, etc.? Scale and north arrow would be helpful.
