Is the plot accessible from any point of the street frontage?

I can understand that it is annoying when you had something else planned in your mind, but it is what it is.

I may have to count myself among those who have not yet understood the problem, but can't you discuss this with the city? Maybe they can design the left part of the staircase as a ramp, or place the steps elsewhere, or split the staircase run into two flights, etc. It is also desirable in terms of accessibility anyway.
