Why? What does the contract say? Dimpled membrane is not a standard service that is included. That is an issue of the exterior landscaping.
That may be your opinion, but your "wish" must be stated in the contract. The waterproofing of the house has been done. Job done (unless the contract states otherwise). You are welcome to have a different opinion, but that (unfortunately) doesn’t count in house construction.
You are welcome to post passages from your contract with the developer (you bought a house including the plot) or your house construction contract with the construction company (you had a house built on your plot). Also on the topic of how the waterproofing is to be done. This should be regulated in the contract or the specifications.

No, why? It’s already waterproofed. KMB and waterproofing slurry for the base/soil-contact area is the normal execution. Bitumen membrane is basically the same thing, just in sheet form and not troweled on.
Then it’s waterproof against moisture?
As it is now, it is "waterproof".
1. What water load case do you have?
2. Is drainage necessary and/or existing?
3. For all "normal" buildings the execution a) is exactly right and b) nothing is missing, since this does not belong to house construction (dimpled membrane), but to the exterior landscaping – unless it is commissioned or you have a basement
4. Patio doors are usually waterproofed with sealing membranes made of plastic or bitumen or alternatively with liquid plastic (the former is often done by the roofer)
Regarding the patio door: roughly like this – no matter the material. Only then come the further waterproofing steps.
