Is living above the garage possible?

Hello everyone, a double garage is to be built on a property, which will be directly connected to the house. The garage and the house are located within the specified building boundaries according to the development plan. The garage is placed in the corner of the property and directly borders the property boundary once to the north to a street (dead end) and to the east to the neighbor's property. The neighbor's house is at least 12 m further to the east. To save costs, the space above the garage is also intended to be used as living space. No windows will be installed on the east side facing the neighbor. Is this legally acceptable? Or where can it be checked whether this is possible or not? Thank you in advance. many thanks for the link, I have read the article very carefully and come to the same conclusion.

I have to say, however, that I was in the construction area today and found a house there which is directly on the property boundary and has a room with a window above the garage. I cannot say with 100% certainty that it is a habitable room, but it looks like it to me. I will ask the owner and then also the building authority about the exact situation. Best regards Mark
