Is emergency opening for blinds on the upper floor absolutely necessary?

The second escape route is regulated in the Lower Saxony Building Code (Niedersächsische Bauordnung) under § 33. "For each unit of use with at least one room intended for staying, at least two independent escape routes to the outside must be available on each floor. The first escape route for a unit of use according to paragraph 1 sentence 1, which is not located at ground level, must lead via a necessary staircase (§ 34 para. 1 sentence 2). The second escape route can lead via another necessary staircase or a location of the unit of use accessible by the fire department's rescue equipment. A second escape route via a location of the unit of use accessible by the fire department is suitable if there are no concerns regarding the suitability of the escape route for rescuing people."

And because of these concerns, most install a mechanical opening option.

Not a completely serious question: when it comes to burglary protection, it is always said that roller shutters do not protect against break-ins because they can be removed within a few seconds. So why is this effort made when it comes to [Brandschutz]? Operating the crank probably takes just as long as a bit of force against the roller shutter ...

But I would really like to know how that is supposed to work? The window is usually 4 meters above the ground.

Well, it’s quite simple, the fire department arrives with the appropriate equipment for evacuation. If the turntable ladder can’t reach somewhere, then a second staircase/external ladder or similar would have to be provided accordingly? In a kindergarten, I once saw a slide used as a second escape route.

And are you now expecting your child or the firefighter to use force against the roller shutters on the house when you are lying on the ground floor and no longer responsive?

But the child, being 3 years old, will hardly be able to roll up the shutters.
