Is emergency opening for blinds on the upper floor absolutely necessary?

Is the second escape route not marked on the input plan?

In my building application it says somewhere - I think in the fire protection section - what the 1st and what the 2nd escape route is. During planning, two windows had to be wider in the attic than those on the other side. Precisely because of the 2nd escape route. So I have 1.01m and 1.26m wide floor-to-ceiling windows on one and the other facade side upstairs.

Unfortunately, our building application does not mention anything about escape routes. I have just reviewed everything again.

"The existing driveway of the property can be used as a fire department access. The existing internal staircase is to be designated as the primary escape route. The secondary escape routes are the terrace doors or windows; evacuation is possible with the help of the existing firefighting equipment."
