Is emergency opening for blinds on the upper floor absolutely necessary?

A second escape route is mandatory in every federal state according to the state building code. Therefore, it should also be stated in your building permit. There must be at least one openable window sash (usually at least 90x120) that the fire department can access with a ladder. This means that the ladder vehicle must be able to reach the window, and there must be enough space to turn. Overhead power lines do not interfere. I don’t know your parking space, but it should be feasible. Up to 3 people can also be rescued with a normal ladder. So it depends on how many people live with you. The escape route does not have to be signposted but must always be functional (i.e., not blocked, sash not locked).
