Since I do not pay anyone according to HOAI and therefore do not have any price lists for it, I used an HOAI online calculator (whose link I am not allowed to post). I further assumed: 700m³ BRI at 300,- net, so 210k estimated net construction costs. According to that, the minimum fee costs would be 7,850,- and the maximum 9,790,- EUR, each plus VAT, which roughly matches the 11k from the TE.

Of course, all of this is estimated, the enclosed volume as well as the net construction costs, but I had no more data and for a rough figure it is also fine. With construction supervision (service phase 8), the price would more than double according to this calculator...

Online calculators are always a bit tricky ....

Nevertheless, if I work with these calculators analogous to your approach and take the TE’s information as a basis – single-story and hip roof (170 sqm living space correspond approximately to 220 sqm gross floor area) – and cautiously assume NI as the construction location due to the nickname (since I simply lack the location details), calculating with a price of €1,450.00/sqm/GFA (the execution as a hip roof, preferably with a shed dormer, simply costs more; also in the north), I already arrive at a minimum amount of EUR 13.9 thousand and a maximum amount of EUR 16.9 thousand for service phases 1 to 4 ;)

That means for me: either the previous cost estimate is too low (which is not so uncommon) or the gross and living area were confused in the TE’s specification.

Conversely – if I assume 170 sqm GFA and also take €1,450.00 per sqm/GFA, the offered amount is set significantly too low even at the maximum rate.

To be able to make an assessment for myself, I asked the TE about the offer costs of the planning office ;)

When we talk about gross floor area, then 1,450,- is also a bit much. With medium standard, the cost guideline states about 1,050 EUR, and with higher standard 1,250,- including tax. I assume that architects adhere to these.

So it matches my figures, but it remains an estimate. Based on living/usable area, I would assume 1,500,-/m2, so with 170m2 then 255k or rounded 214k net, here the circle closes...

I believe we also have slight communication problems here regarding the area specifications (that's why I also love square meter prices).

My assumption:
The OP is talking about living/usible area, which is the most common specification among construction companies.

Building expert is talking about 170m2 living area plus usable area

I am talking about enclosed space, or enclosed area (BRI and BGF), which should then also correspond to 170m2 living/usable area.

Calculate as you like, I’ll stick to my "conventional" estimate, as you declared it :D
