That always depends on the difference between the two adjacent rooms. And since the basement is around 18° and the adjacent hallway on the ground floor is around 20/21°, the delta isn't that large, so I think it doesn’t matter that much.

Of course, the underfloor heating can be turned off, but if the basement were included in the thermal envelope, I would continuously heat it via the ground floor. That probably wouldn't be that optimal for efficiency either.
