Actually, that would be ideal with a basement/garage built into the slope, technology and storage as well as the main entrance then downstairs, plus a home lift (they should be affordable) to get up to the actual bungalow level. On the bungalow level then a house entrance door intercom station, so you can open the door for guests.

So, the OP has a mobility impairment, the progression of which he expects, and therefore wants to live on a single level; the building window is 20 m away from the street at the back end; the 3.5 m height difference (slope?) refers to this distance?; but otherwise: are we talking about a possible plot or has it already been purchased...?

Well, then it’s actually quite simple. Sell the plot for 5h€ per sqm and buy a suitable plot for the same price. Where’s the problem? Or are you attached to the plot that doesn’t suit you? P.S. Do you decide what’s good for you, or do acquaintances decide for you? Quite strange...

There are good aids in the house for stairs. Steep driveway is not good, especially in winter.

Build a house with 2 floors, plan the stairs so that a stairlift can be installed. Design the garden terraced so that you can access the garden from each floor level

No thresholds, wide doors, omit all height differences consisting of 1 or 2 steps. Also from the garage to the house or front door. Plan the bedroom large enough to accommodate a walker, sanitary wheelchair, and nursing service. The same applies to the bathroom.
