I don’t find the question relevant anymore when looking at the condition of the house.
It would be worth questioning if there were one or two damp spots and only there to fight the mold problem. But here the whole house is contaminated – I would have had a physical problem after just visiting, because I stayed there.
The house is dilapidated – and not suitable for a family looking for a home.

How do you assess the situation where the mold is only behind the wallpaper but apparently has not penetrated through the wallpaper? Wouldn't the mold then be only "superficial" and relatively easy to remove?

I would not write off or demolish the house immediately, but like others here, I believe that one should first take a closer look at what the cause is and how it looks beneath the surface. Perhaps remove and chip away a bit as a test. Then assess the remaining substance and see to what extent it can be renovated according to one's own standards.

200k or more for renovation is still cheaper than tearing down and rebuilding.

Wouldn't he be superficial if he were on the wallpaper? After all, he originates from the masonry.

Roughly €300 to €350k. That basically rules out this property, because with the mold problem it becomes too risky. ... One just came in today... built in 1890, currently rented for €119k... energy rating H but at least livable.

I think you're making the mistake of only going for bargain houses, where it can eventually turn into a money pit. Just take a look at the houses within your budget where not much needs to be done. Maybe eventually the bathrooms and so on.
