House construction planned, what sums must one reckon with today?

So far, no plots have even been "partitioned," so nothing can be sold yet, unless one were to sell approximately.

That sounds like no replotting has taken place yet; then the development will also take longer.

A right of first refusal exists only for whoever has it legally documented. And that person does not have it perhaps / maybe, but certainly.
Hopes for a right of first refusal exist only in dreams. And you probably mean only the courtesy of being allowed to make your choice before "foreign" applicants (but even this is non-binding). Rights of first refusal for as-yet unknown plots - thus quasi necessarily for all of them - would be *ahem* "a novelty" ;-)
In my opinion, a right of first refusal for a plot not yet in the possession of the seller would also be a "blank sale" (thus in the case of plots probably fraud).

I guess he means more of a points system where, as an outsider, you only have a chance with 15 children ;)

Haha, but local models are typically only practiced where the marketer is the municipality (possibly indirectly through their housing company or savings bank) - and it hasn't sounded like that here so far.

Right of first refusal was probably the wrong word. The locals are contacted first. Whether it is handled that way, no idea. But the plots of land are way too expensive anyway. Therefore, not many will rush for them, that much is certain.

Is there already a final price before development?
What time frame was given to you? Since the area currently still consists of a few large parcels (agricultural grassland) without a parcel for a road and also without individual purchasable building plots, it will probably take at least 1 year before one could even think about starting construction there.
So in your plans, I would assume no move-in before 2025.
