As far as the purchase of 2 adjacent plots is concerned, I would not be so pessimistic in the current situation… we have just been through that, received 2 plots in the new development area despite a low score in the allocation. The plots were simply bought by different family members, it was not a problem.

Most municipalities now have a building obligation, and then you have to build a house on every plot of land. Simply using a plot as a garden is then not possible.

We are also building on both plots due to building constraints… with us, it will be two unequal semi-detached houses… with a bit of effort in the planning, it works ;)
