Foundation positioned incorrectly, what to do?

There is nothing unusual about it. I just say: frost apron!

The frost skirt will be insulated, but that is doubtful given the unnecessary strip foundation under the future terrace. My goal would be to have this excess removed. The cut rebar must be sealed. Or at least thermally separated (wider cut) and compensated by pouring a slab for the terrace, provided that ceramic or similar is to be laid.

Absolutely right. It shouldn't have happened, but it did.

Thank you very much for all the helpful contributions (except 11ant). Really, you have helped me a lot, you don't deal with this every day. We will probably have to have the existing foundations torn down and start over. Although the option calculated by the structural engineer is faster and can be implemented with less effort and is equally checked, we just have a bad feeling.
Annoying, but probably the best solution.
