Oops? Almost all the companies I spoke with define the soil survey as a construction-side service.

It's about 50/50. Many companies offer it as a service to entice customers.

With us, the soil survey was also included in the scope of services of the general contractor (GU). The result was a foundation recommendation with an additional 60cm of soil replacement. I raised concerns, and during the excavation, the soil surveyor came back again, and the 60cm was reduced to 30cm of soil replacement. Of course, we had to pay for that because otherwise, the GU would not have built a foundation slab. The neighbors were able to pour a foundation slab without a foundation recommendation and soil replacement.

The building survey gives a direction but no 100% cost certainty. Unless you check the soil composition at a lot of points. It can very well be that the soil survey says something different than the earthworker who then dug.

Be that as it may. The soil report gives a certain level of security; if you exchange information with people building around you or, better, who have been living there for 20 years, you can increase that security...

That during excavation they might hit a lens is forgivable. But the probability of major... really major surprises is significantly reduced with the soil report.
