We come from Bavaria (Mittelfranken), and also had a soil survey conducted. It cost us 750 euros in mid-2019 for 2 exploratory drillings. The soil survey included foundation recommendations and measures for sealing earth-contacting components, which made planning easier for the general contractor.

If it is about getting better cost certainty for excavation/statics (soil classes), then depending on the terrain you need several drillings to see if/when you encounter which cost-increasing material. If it is about examining soil contamination, you need several samples and the procedure is different again. So: Why are you commissioning the report?

the municipality has already conducted a soil report in the new development area. However, we were explicitly advised to have our own soil report done for our property. We want to build with a basement and therefore it is important to us whether there is possibly pressing water, what the groundwater level is, etc.

I would never build without a soil survey. You never know how load-bearing the ground really is. After all, the entire house stands on the ground. And for sealing purposes, it is also interesting whether there is pressing water or similar.

I cannot tell from the price comparison which offer meets the requirements and which does not. I would inquire more closely with the providers.
