With us, the soil replacement on approximately 11.5 x 9.5 m with a depth of 1.4 m would have cost about 11.5 TEUR net. However, we then had to switch to the even more expensive pile foundation.

Yes. Two soil surveys were available and the following was stated in the purchase contract:
The purchase object is a building plot which can be developed with a single-family house in accordance with the draft development plan xyz. The buyers are aware that due to the special soil conditions in the area of the property, a special foundation (pile foundation) may be required for construction.
I would also say that you have to take care of the ground conditions yourself before buying. Either you demand a soil report from the seller or commission one yourself. Since our seller did not want to make one, we commissioned it ourselves. The load-bearing layer only started at 4.5 m. We bought it despite the necessary pile foundation. For driving the 50 concrete piles, we paid a little over 9 TEUR.
I would also say that you have to take care of the ground conditions yourself before buying. Either you demand a soil report from the seller or commission one yourself. Since our seller did not want to provide one, we commissioned it ourselves. The load-bearing layer only started at 4 meters. Despite the necessary pile foundation, we bought it. For driving the 50 concrete piles, we paid a little over 9,000 EUR.
For the construction of the foundation for the floor slab, a soil replacement of about 80 cm had to be done. Peat soil out, fill sand in. However, I cannot say what this cost, as we agreed on a fixed price with the shell builder and these works were included.
According to the offer, the complete soil replacement was supposed to cost about 40 TEUR for us.
