I don't want to comment on the floor plan. But the location of the garage is unsightly. 20% incline and unnecessary excavation as well as demolition work of the retaining wall with privacy fence????

I don't. In my opinion, additional costs arise here that are not insignificant. A garage driveway with over 20% incline is very impractical.

I don't know how you get over 20%. I get 18-20%, depending on whether you set the garage 6 or 6.50m away from the street (1.20m height difference from the street to the garage). And that's only at the lower end. Since the street itself also has a slope, the slope of the driveway becomes less to the left until it is almost level. In my opinion, you don't drive the car within a few centimeters of the neighbor's retaining wall anyway.

oh man, here every word is being weighed very carefully, eh. That was of course not meant like that!!! Rather that the bricklayers are coming anyway and can do it all in one go and don't have to set up twice, for example, if basement and walls of ground and upper floor are made by different companies. Material costs like 2 for the price of 1 was never spoken of, you strangely interpreted that now.
