What I call the short sale farmer’s trick indeed combines foreign (!) plot offers with affordable house models, you correctly suspect that much, but it is by no means only practiced with shell houses. The demand for explicit shell houses is increasing, as is the demand for wild shell houses (the general contractor does the shell construction, the builders then look for trouble in self-contracting). How much of this is quasi interest rate-driven "voter migration" is hard to say.
Unfortunately, it is constantly dismissed as an improper proposal when you suggest moderation in living space. The phrase "we need (!) 145 sqm"—mind you, for classic 2E2K families—is still not to be eradicated. People are still waiting for Godot (i.e., post-corona / post-Putin the building interest rates would surely soon go down again) and in the end make a "loss for nothing" by having to return the obligated building plot to the municipality instead of realizing their dream within their means. As if it were a failure not to move from Lindenstraße to Marienhof in one step ;-)
