In the post that one should actually read before opening a thread in this forum section ==> there are also examples of stairs. Your staircase is missing about 100 cm in length, possibly more, depending on the planned room height and thus the floor height. And with that, the floor plans no longer work.

Sorry, we have read the post. We thought the staircase fit because we had different measurements from elsewhere (2.8 length). These are apparently wrong. We will correct the mistake – sorry again, we are just at the very beginning.

So II / floor area ratio 0.2 / plot ratio 0.35? - what does the plan say about eaves and ridge height, roof pitch, ... ?

Yes, a plot ratio of 0.2 for the two full floors. Honestly, I don't know if this changes if the attic is converted. If the attic is converted, it would be a gable roof and 40° is permitted. If we do not convert it, then probably a hipped roof. Unfortunately, there is no development plan there. We should/may orient ourselves to the neighboring buildings.

That's right . You create a floor plan and already take it as approved and now plan the "how" on the property.
Have you ever thought that the living room needs the least daylight compared to the kitchen, dining, and living areas?
Why place a kitchen island facing the stairs when you want to look into the garden?
And is the parking space well chosen in the corner if an entrance platform with a depth of one meter will be there, so you will basically drive over it?
If I were you, I would work more with measurements. Many things are confusing. Use graph paper or millimeter paper; then you can see the deficiencies faster.

An attic is not a full story. Par 34 regulates some things but not the conversion of roofs.

I miss the completed questionnaire.. Where and who is your expert?
