The main rule here is: Only those who are really interested in the topic will inform themselves beyond the mandatory (rather basic) further training and get stuck into it. You also have to see what kind of energy consultant you are asking. I wouldn’t invite a chimney sweep to plan my curtain wall, even with the best further training; but on the topic of heating, he will know what he’s doing. Conversely, some architects quickly reach the limits of their knowledge in room-by-room heating load calculation or generally on the topic of heating. There were also times when "energy consultant certificates" were practically given away with few teaching hours to chimney sweeps and some trades that simply did not have the appropriate basic knowledge of building physics or where the theoretical background was rather thin.
