The structural engineer is handling the KfW application.
The energy consultant checks whether everything listed in the application is actually being followed (checking delivery notes, possibly also on the construction site?).

Is the subsidy of 50% (and a maximum of 4000) granted only for the certification or also already for submitting the application?
Well, the U-value of walls, roofs, and so on must definitely be calculated. And an energy saving ordinance calculation must be done anyway for the building application. However, the thermal bridge assessment according to KfW may possibly be easier. You just have to weigh which way is easier to achieve KFW 55, and in my opinion, you always have to calculate for that.
