Not necessarily. Usually the development plans tell you which colors you are allowed to use. Either everything is permitted including roof shape and color, or it must be white x or white y or a specific brick color. The aim is to achieve a uniform structure within an area.
And yes, I am also an advocate of choosing a base color first that covers 50-60% of the design of the object. Window frames are usually accessories, the benches then cosmetics. This applies to facades, rooms, clothing, etc.

I find cappuccino itself rather old-looking. Like plaster that has weathered for many years. It is often nicely brightened up with white windows as an accent. RAL 7016, by the way, leans more toward blue… there are nicer contrasts or colors that are more suitable.
