After 3 meters you may plant whatever you want. And the idea of enclosing the terrace is the more effective and cozier solution

No. The justification for the development plan is very informative : 3.14.2 Design of undeveloped / unbuildable areas Unbuildable areas should be able to be designed almost "freely," so that every builder can create "their" own ambiance. The word "fencing" does not appear at all in the entire justification. Therefore, one should probably not interpret it too strictly.

Don't plant bamboo, you'll never get it out again.

Yes and no.

What you mean are certainly the Phyllostachys varieties that form rhizomes. From our experience, however, you can control them well with a rhizome barrier that surrounds them. The Fargesias are unproblematic anyway.

I wanted to dust off the topic again for a question. What about tree plantings on the property boundary facing the public street space? For neighboring properties, the prescribed distances from neighbor law apply. But what about single plantings facing the public street space if the development plan only specifies requirements for enclosures?

In the Neighboring Law BW, I found the following passage:

Does this mean that individual plantings such as trees do not have to maintain a distance regardless of their height?
