I’m completely with you on that. The advantages of a cellar, especially for me as a technology enthusiast, are obvious.
But then we are largely bound to the floor plan. The cellar is somewhat higher, meaning the exterior facilities must be raised. Wastewater has to be redone since previously there was only a cesspit in the back of the property. Extension including garage to the rear is very unfavorable, definitely has to go. I also consider “drying out” the cellar to be sensible, meaning excavation, sealing, insulation. A new staircase should also be included. Overall, that sounds like many restrictions and especially costs to me.
What would a favorable assessment look like for you?

Walls dry and intact (no significant settlement cracks or similar) >> if positive >> yes.

So grinding to a crawl space or it forces a raised ground floor instead of a ground floor >> minus point.

Relocation of essential parts of the disposal system, especially tunneled under the current basement >> minus point.

Ideally, on one side of my scale there is a basement in good usable basement condition, height without ducking, all utilities available (supply and disposal), good for potatoes and junk, just not fancy enough as a guest room or office. And on the other side a "deep demolition" and the new construction of a basement.

Such a basement can also be capped and accessed via an outside staircase if you don’t want to make it the base of the new floor plan. But even that only pays off if it is not significantly outside the new outlines.

The ideal image thus inevitably relativizes if no basement is desired afterward (e.g., because the allowable floor area easily allows a huge garage and the property is perfectly level); and of course if switching from raised ground floor to ground floor.

If then, as here, the switch from cesspit to sewer is added, the tears are probably very few when you hand the basement over to the excavators.
