Difficult-to-build land - is it worth the purchase price?

the property has been offered directly by the owner since 11/23, obviously it is not being snapped up. At the same time, a real estate agent is offering it at various higher prices (a reduction is ongoing), this evening he re-listed it just below the owner’s price.

Hello everyone, I (again) need advice from the experts here. There is a plot of land 35 km from Stuttgart that my partner and I might be interested in. It has a plot area of 425 sqm, but with restrictions, if I understand correctly. The standard land value in this location is €600, the plot is supposed to cost €350,000. The two garages on plot 1848, which look completely dilapidated (actually ready for demolition from close up, especially from behind), seem disturbing to us. And of course the path that would run directly past the house. Is it possible to sensibly build a house on this plot with these requirements? Are there deductions when counting the plot as equity? How would the living quality be assessed – also with regard to a later sale? Many thanks in advance for your thoughts.

The price is outrageous when you subtract the construction prohibition area and the access or calculate realistically, and I personally would not buy the property for that reason alone because I wouldn’t want such people as neighbors.
