What I don’t understand; a road was built to access your properties. The new property didn’t just come out of nowhere, right? Or how is one supposed to imagine that on a cart?

That’s why I think the costs are now covered by the property price (city as seller). If there was a private seller, they should have paid the costs back then. Regardless of whether they built it or not. It also adds value to the property.

I ask myself this question too. If the property was already designated for development beforehand, then the corresponding development costs must either be paid by the landowner or were "deferred". Both variants are known to me.
It can also be the case that a property previously not intended for development is developed: Then it must participate in the development costs. If previously all development costs were allocated to the landowners, then of course I understand the question of the original poster.

As already mentioned, the new plot was NOT yet included in the development plan (which was probably also the basis for the development costs). About 3 years after the last one had built, to everyone's dismay, a parking lot was removed and then included in the development plan. It had not been planned before.

The parking lot must have been developed and was simply sold and re-designated. It is irrelevant which zoning plan area it was assigned to. A road probably already led there back then – after all, the nature of parking lots requires that they are accessible by vehicle. Laying supply lines there now can certainly be factored into the sale price and does not affect the neighbors.

I would only understand the TE’s question if the parking lot had already been connected back then. In my opinion, whether the parking lot owner had to help pay for the TE’s road depends on whether that road also served to develop the parking lot or if it was just possible to access it from there.
