1.24 RBM for the pantry means that there is no space for a refrigerator or freezer there. It would have a 60 cm depth, and then you wouldn’t be able to use it. Either make it wider or leave it out. I would extend the kitchen to the dining table and rotate the island by 90 degrees. Then it can also be 2 meters wide.

I am also a child who had to move upstairs past the parents. As a parent, I wouldn’t want to burden myself with not being able to lie privately on the sofa when the teenagers bring their gang or clique home. After all, there will eventually be 2 teenagers (planned?!)
The connection to the balcony is indeed delicate.
You have to consider that you are building a house without privacy. The connection between bathroom and bedroom is also ill thought out. You can build that without children; with children it’s a different story.

*???* "My son, we should talk about sex sometime" - "What do you want to know, daddy?"

I am mostly a silent reader but just wanted to share my experience here. I grew up in such a house (yes, from the 80s ) and my parents still live in it. The view from the upper floor was also much better than from the basement for us, and we always enjoyed it. My parents still spend every summer evening on their balcony after almost 40 years and enjoy the view or sit by the living room window in winter and look out at the landscape instead of the TV. For us, the view had and still has something almost meditative and simply does good after a tiring day. Therefore, I can understand if the original poster chooses this option and can only confirm it.
With the new plan, the house also no longer looks so 80s-style .

I'm lacking a bit of brainpower right now. Somehow, the views don't match the floor plan. The overhang at the top is just a balcony, isn't it? Actually, there should be a bay window at the bottom. And how do you get into the door?

The overhang is a real living space. The sleeping area hangs about one meter above. I'm only seeing that now too. I would give up the balcony and move the upper floor to where it belongs. I don't like it.

Unfortunately, the development plan does not allow that. The upper floor must be set back at least 1.50 m.
