Defective water pipes in villa, which compensation

hello

we completed our town villa at the end of October and moved in. pretty quickly it became clear that the hot water in the kitchen and guest bathroom on the ground floor takes forever. according to the planning documents, it should not have taken more than 3 seconds for hot water to come out. it was officially measured, it takes 25 seconds and 3.7 liters in the kitchen until hot water comes out. the cause is the missing ring line. the plumber admits his mistake and asked us if we want this defect fixed or if we prefer money instead.

what needs to be done:
the pipe must be exposed from the hallway and about 1.5 meters needs to be newly laid through a wall towards the utility room. the tiles have to be destroyed for this in the utility room and hallway (partially each), the screed also probably has to be removed at the mentioned spots. then a new pipe will be laid so that the current pipe that is too long is integrated into the hot water circulation on the upper floor. afterwards everything must be restored as it was before. we still have a few tiles left, we would use those and then ask him to order a new package (due to color differences...).

sounds not exactly easy and also not cheap to me. instead he also offers money. what do you think is appropriate for something like this? he said he would calculate the additional consumption over 20 years. but what about the depreciation of the property? because this is a defect and we will have to declare it when selling (since we know about it....). it does not cause big problems, warm water in the kitchen is nice, but thanks to induction it gets warm faster anyway :) and in the guest bathroom, well, you can just run the tap for 30 seconds before a visit. after that it runs...
how much money would you consider appropriate? and yes I know it’s always easy to say as an uninvolved person “definitely get it fixed”.

We just moved in and I would freak out over something like that, so you have my condolences. And you're so happy to finally be done and inside. I need warm water in the kitchen for washing up and cleaning. For cooking, I always use cold tap water, who knows how long the warm water has been sitting in the tank. But you want to live there for the next 20/30 years? Exactly that time you will be annoyed by it. Maybe only a little, but still annoyed. Therefore, I would grit my teeth and have it done, preferably also have them pay for 1 week in a hotel during the measures.

:( stupid. We had something similar with our toilets - they are a bit high for us on the ground floor (45 cm) and the plumber also gave us the choice whether we wanted to have them lowered; but we really didn’t want to bother with it anymore. 25 seconds is quite a statement in the kitchen - especially there you want to wash something quickly. We don’t have a circulation pump at all, but it doesn’t take that long at any of our faucets. I think I would have it done – alternatively an instantaneous water heater under the sink; I would make it somewhat dependent on the offered payment.

If the wiring in the hallway has to be exposed, partially renewed including the screed with its drying times, and then tiles put back on eventually, it is not done in 2 days. We would barely be able to get in or out of the house for several days, and that with children. Therefore, my approach with the hotel was not meant as compensation, but as a necessity if the house has no side entrance. I find the jab at my profession completely unnecessary at this point, especially from a moderator.

Is there no other way to relocate it?
Do you have a floor plan with the routing of the pipes marked?
Is it possibly feasible to install the circulation as an inliner?
