Cracks detected in basement concrete exterior wall, how to proceed?

Yes, officially. Unfortunately, the extent of my stupidity only becomes clear to me as a fool due to the system, always too late. The notary only mentioned at that point that the general contractor has to go to the construction site to work. It never occurred to me that I would no longer be allowed on my property.

Is a formal registration really necessary in everyday operations, or is that more royal than the Pope?

I would like to put it on the basis of trust. Isn't that common as well?
I'm not coming to measure the details but mainly out of desire to see my nest being built.

Hello,
I've never seen anything like this before. I think I know what happened. You can see some rebar bent back, for whatever reason that was done. I believe the bending back of the rebar was done when the concrete was barely hardened, and that's how these cracks were formed. If you look at the spot where the rebar penetrates the concrete, the hole is open to the outside, which is exactly the reason for my theory.
The neighbor's formwork has nothing to do with the crack.
As the client, I would freak out. But what good would that do?
The reinforcement steel creates a fixed connection in the slab. It should be checked whether this connection is necessary for the wall's structural stability. For normal heights and loads, this is constructive reinforcement. The bond in the concrete was disturbed, and the rebar has hardly any effect anymore. After all, walls are also built by laying blocks, and the slab is simply placed on top.
The only thing I can recommend is to have the structural analysis shown and explained to you.

I have forwarded this to the site manager and the TÜV inspector.

The TÜV inspector asked the site manager or wrote to me that
"the thermal insulation at the relevant spot should be removed and the exterior wall should be inspected or examined.
Only then can the extent of the damage be assessed and any necessary repair measures initiated. In the case of more severe damage, a structural engineer may need to be consulted."

The question is:
1. How can the damage be repaired if pieces break off at the top?

2. What do I, as the client, formally have to do/initiate?
A complaint/notice of defects?

Hello

I just saw that too. In the picture from the neighbor, all the rebar is bent upwards (why actually?). That is exactly what must not be done. The rebar is bent and placed. Now it is bent back and at some point bent again. The steel is weakened.
