Costs for purchasing land in a new development area

In the OP's case, connection costs are NOT EQUAL to development costs. The development costs are included in the land price. The connection costs are some kind of buyout of contributions and are a second amount. To my knowledge, no. But why aren’t the connection costs simply named as a condition of purchase in the purchase contract, but instead a second contract is made that must be notarized?

I told you, we had nearly identical clauses (referring to the channel connection, as the original poster asked about that). The purchase price for the property and development contributions are included. Additionally, the buyer owes amount a for costs incurred by the municipality for the energy connection, amount b for proportional surveying costs, amount c for the wastewater handover shaft. Notary fees and taxes were calculated on the total sum, not just the pure purchase price.

Although with these amounts, that is naturally negligible or it could even be that the notary and land registry fees remain the same due to the tiered structure.

I can only agree with Fuchur, it was the same for us and we paid all costs (court, notary, tax) from the total purchase price.

However, there is already a 7% tax included in the transfer agreement. But yes, it is still just "peanuts" compared to what is paid in the south of the country.
