In the OP's case, connection costs are NOT EQUAL to development costs. The development costs are included in the land price. The connection costs are some kind of buyout of contributions and are a second amount.We had almost comparable clauses when buying from the municipality and paid the real estate transfer tax on the entire amount including the development contributions.

But why aren’t the connection costs simply named as a condition of purchase in the purchase contract, but instead a second contract is made that must be notarized?So even though we have two contracts to settle the costs, the real estate transfer tax must be paid on the total amount? I thought only on the part that goes to the notary.. either way we are buying it.
