That’s the annoying thing about asbestos, it can be installed everywhere. In the past, a distinction was made between firmly bound (e.g., corrugated asbestos cement sheets) and lightly bound (additives for plaster, adhesives, etc.). The sheets are actually not a problem to remove, a bit of protective equipment and not breaking or cutting them is fine. For asbestos-containing materials, I currently have an offer of €770 net per ton for disposal (so not the removal, just disposing of the material). It becomes problematic when the asbestos is "lightly bound" in plaster or floor construction. Here, dust-free removal is not possible, and additional protective measures (room separations, airlocks, and air filters) must be provided. Costs tend to explode in these cases. Glass wool before 1993 is similarly subject to protective measures nowadays. So, if this issue exists in the building, it is recommended to have a pollutant assessor inspect the building materials beforehand and, if necessary, create a concept.

Quite expensive. At our recycling center, they either charge €76.10/ton or €48 per 2cbm. Old mineral wool/glass wool is charged at the same price per cbm.

Disposal is not the problem. Only the safe removal (with dusty materials).

It was a public tender and only 1.5 tons were tendered, so the costs can be set somewhat higher. I checked with our local landfill: Asbestos waste (in big bags), per t €300 (private) €357 (commercial) gross. A company will of course add a bit more on top. But as Nordanney wrote, the removal is the driving factor.

How much does such an expert report usually cost for a single-family house? And is it mandatory? Who decides whether it must be created before demolition?

A detailed specification to the demolition companies helps to get a reasonable price. 300 m2 is already a huge house.

Probably the demolition contractor, who potentially exposes his people to asbestos dust and wants to get rid of the contaminated stuff at some landfill. With an exempting expert report, the measure becomes much cheaper.
