Not entirely or not directly. It is not legally mandatory. But it is very often required. It is regulated in ASI works that the client (i.e., the buyer who wants to have it demolished) must inform the executing companies in advance whether they need to expect working with hazardous substances. He is therefore obliged to provide information and can give this information through a hazardous substance register with risk assessment. This does not necessarily have to be done by an expert/appraiser. However, if it is already clear that something will be found, there is practically no choice, since an executing company will definitely want to have such a report. In this respect, there is no legal obligation for the expert report. In the majority of cases, however, the owner will have to have the house examined before demolition or commissions the demolition company to do so before awarding the contract. P.S. This applies to Lower Saxony; I do not know if there are different regulations in other federal states.
