I am rather surprised that the connection costs are not included. Bauträger: The developer is the owner of the land and builds a house on it; he is the builder. The land and house are sold completely (purchase contract signed before a notary). It is common to agree on a fixed price. Through the selection process, you can still change the price during the construction phase but don't have to. Details should be discussed separately. Generalunternehmer/Generalübernehmer: Build a house on the client’s land within the framework of a contract for work. They only provide what was agreed; usually, all ancillary construction costs, from the building permit to site setup and insurance to development costs, etc., are charged separately to the client/principal. In all cases, of course, what is contractually agreed upon is important. It is best to ask for a construction and performance description and a contract draft (purchase contract/work contract).

It was the same for us that everything was included. Especially earthworks, statics, etc., I had them write it down for me again. It fit.

This is about a developer. The construction and what is necessary for it doesn't matter, right?! You buy a finished house, end of story. I am more surprised by statements that connections cost extra. Or am I completely off track here?

That is not irrelevant. There are different designs and qualities, and the definition of a finished house is not standardized anywhere.

many say property developer, but don’t really mean it :) what is included is stated in the construction specifications. if something seems odd, you can have it checked by an expert. if EVERYTHING is really included, about 10% additional costs come on top (6.5% property tax + about 2% notary). then there is a kitchen for sum x, the floor coverings and wall/ceiling work. a few extras like moving costs, interest during the construction period, etc. round off the package. overall, however, relatively manageable costs.

Yes, the word is often used incorrectly. But since the original poster lists services as included that actually are included with the developer, it at least makes sense to question the word used. Instead of immediately labeling the provider as dubious.
