So gas + replacement measure is still possible? But simply "gas + slightly better insulation," as we did, should no longer be possible. Controlled residential ventilation/WRG can, as far as I know, be a replacement measure alongside solar thermal.

The new Energy Saving Ordinance, or rather the requirements of the Energy Saving Ordinance for new buildings after 1.4.2016, are, to my knowledge, very similar to the KfW70 requirements. Thus, for example, nothing should change for a KfW70 house with gas. Those who did not meet the requirements before will no longer meet the Energy Saving Ordinance now.

Furthermore, the primary energy factor for electricity has improved, which benefits heat pumps but does not make gas worse.

That is ultimately very similar, but also a slight tightening. We fall short of the minimum standard according to last year’s rules by 15%. This is a substitute measure to be able to forgo solar with a gas heating system. A certification according to Kfw was not required for this. I believe we mean the same thing, even if my wording may be a bit imprecise.
