Completion date in General Contractor Agreement - Wording assistance

Our general contractor now formulates it like this. Whether I should be enthusiastic about it, I don't know yet:

The start of construction is 01.10.19, provided the development work is completed and the construction area is free, as well as the possibility to submit the building application after the notification procedure by 01.08.19. The completion date is then set for 30.11.19.

The municipality will automatically grant us the building permit after four weeks on the condition that the development work is completed - no problem. However, nobody from the official side says when the construction area will be finished.

The supervising site manager stated that they will be finished several weeks before the actual date of 30.09.

There are quite a few "if"s everywhere. Perhaps we have to say goodbye to a fixed construction end after all.

Well, what did you expect? You wanted to shift your risk onto the [GU], your [GU] shifts it onto the municipality. Classic risk transfer that doesn't help you because you have no legal recourse against the municipality.

What happens if you need 8 weeks to sample the floors and 10 for the bathroom fixtures? Does the completion date still apply then? I find it quite generous of the general contractor that he even guarantees a possible completion date and does not include the active cooperation/support of the client in it.

Does the contract include a completion guarantee? This would be personally much more important to me than a completion date.

Sampling must also be completed by 09/30/2019. It is also stated in the contract.
