Well, that roughly reflects what I also say. Incompetence without end! And when you show up personally, they sprint ;-)

The question of WHY that is, that's another matter. You can ask that. You will quickly realize that it is partly not their fault. It's the system. "They" just become like that over time...

Of course, it’s nice when the white knights stand up for minorities here. I really find that honorable.

Unfortunately, that has little to do with reality ("unfortunately" is meant seriously).

Civil servants are incorruptible and ridiculous! I have witnessed for years how differently inquiries are handled when the small café owner makes a request or the brewery owner with 40 restaurants and 2-3 hotels. Doors are opened for them and even the city center in the municipal council is expanded, just so he doesn't have to close his disco at 2 because it is not a downtown area.

No, I did not say that. Just because I showed up in person, nothing changed in the situation. The people would like to, but cannot. So my appearance did not make them "comply".

This part of the statement was not meant to be taken seriously by me. Hence the smiley. The main point refers to the lack of competence, which you also described. I confirmed that and raised the question of "why". (With an appropriate answer ;-) )

Civil servants or employees in the public sector think they have the hardest job by far.

What should an employee think? In every company, it is naturally expected of us to work overtime, be ready to digitalize so that the CEO can present even more profit, be mobile when a location is closed again, and/or accept a ridiculous severance package or please switch to a transfer company and/or to the successor company (vulture) with 40% less pay.

Everyone chooses what they like. Yes, in the public sector you earn less, but hello? Changes happen slowly, you can leave work on time (or do you sit in front of piles of files after office hours?) and you have a relatively secure job.
